Following the current development of technology, the number of existing vehicles in Timor-Leste is also increasing significantly, so traffic on these roads also increases causing aggravation, and the development also causes impacts such as violations and frequently occurring traffic accidents, one of which is the traffic lamp. Arduino is an open source electronic circuit framework that contains the main component of the microcontrolchip of the type AVR compared to Atmel. Relay is an electric switch that works on a magnetic field basis. The relay is composed of bobin and interruptor mechanisms. The mechanical interruptor will be mobile when there is an electric chain that is swallowed by the bobin in the relay. The objective of this investigation was to reduce the risk of disasters on the Public Roads (Protokles) especially in dili and to facilitate the road oversight of persons with disabilities. The methods used to collect data were literature studies and interviews. The test was conducted using prototype simulation demonstration. The working procedure is in line that connects the source of pontiness and removes the blind on / off in line and the microcontroller will work with the execution of the orders previously introduced in the form of coding, in which the coding represents the execution of the Ultrasonic and Arduino censors orders which will result in the output that is in accordance with the conditions detected by the censors. Research findings show that the time response to the ferment is also very dependent on the distance, the nearest distance response to the shortest time and the distance from the censor response is very long.
